The presentation will identify properties in the City of New Richmond that have been determined to be strong candidates for listing on the State Register and National Register of Historic Places.Representatives from Legacy Architecture, Inc., an architectural design and historic preservation consulting firm, and the Wisconsin Historical Society, will deliver their final report and recommendations following the completion of the city’s first intensive survey of historical properties in over thirty-five years. Two principal investigators from Legacy Architecture spent several days in New Richmond in October of 2018 collecting preliminary information and photographing properties in many of the city’s older residential neighborhoods.

The project consists of constructing a trail utilizing an underpass below an existing bridge to connect the Nature Center to the Doar Prairie Restoration. The purpose of the project is to improve accessibility to the two parks, encourage outdoor recreation near the Willow River, expand the cross-country ski trail system, and provide safe off-street accommodations for bicyclists and pedestrians along Business Highway 64.The Knowles-Nelson Stewardship Program was created in 1989 to preserve valuable natural areas and wildlife habitat, protect water quality and fisheries, and expand opportunities for outdoor recreation.
The conservation and recreation goals of the Stewardship Program are achieved through the acquisition of land and easements, development of recreational facilities, and restoration of wildlife habitat.“We’re very excited about this project,” said Director of Planning, Noah Wiedenfeld. “This news comes after two years of hard work by the Park Board and City staff, and we appreciate all of the local organizations and neighboring property owners who provided letters of support for the project. The system will be used to send alerts to the public during emergencies, utility disruptions, road closures, major traffic incidents, etc., as well as provide important community updates.
After signing up online, individuals can choose to receive alerts via text message, email, and/or voice message (landline or mobile phone). Alert New Richmond is fully integrated into the Smart911 system, allowing residents the option of providing additional information that emergency responders will see if 9-1-1 is called, such as needed medications or household pets. The grant is administered through the Wisconsin Department of Natural Resources.City of New Richmond staff applied for the grant in January of 2018. After a detailed review by the DNR, staff presented in April to the Wisconsin Waterways Commission, which voted to award the full grant amount requested. The grant covers fifty percent of the estimated engineering and construction costs. The project must be completed before June 30, 2020 per the grant conditions.“We’re very excited to receive this grant,” said Management Analyst, Noah Wiedenfeld. “The Willow River is a very important resource to New Richmond and the surrounding area, and we hope that reconstructing the boat launch at Mary Park will improve public safety and further promote outdoor recreation opportunities in our community.”The existing boat launch facility, located at the east end of Mary Park, was installed several decades ago and provides access to the New Richmond Flowage of the Willow River, often times referred to as the Willow River widespread. Depending on the direction of the Park Board and City Council, it’s possible that engineering work for the new launch facility could begin as soon as the fall of 2018, with construction occurring in the summer of 2019.

Comprehensive Plan - Public Comments WantedIn February 2017, the City of New Richmond launched its community engagement process for the 2040 Comprehensive Plan. Shortly after the launch it was determined a different engagement approach was needed to create a more engaged committee of community volunteers. Prior to relaunching the second volunteer committee, the Comprehensive Plan structure was reorganized into a Community Action Plan (CAP), allowing the new Working Committee members to breakdown complicated planning concepts into understandable applications for everyday community life.Utilizing the Working Committee approach, community volunteers led the engagement process by brainstorming issues and opportunities, researching solutions from other successful communities, and developing project portfolios detailing their CAP concepts. All of this preparation led them to presenting their ideas to the City Council and various community organizations before holding their own community open house where they were able to showcase storyboards and portfolios for additional citizen feedback, ideas and support.Named Forward New Richmond, this group met twice monthly as a large committee and also met as topic subcommittees outside the regular meetings. It is estimated approximately 900 hours have been attributed to the CAP process by community volunteers.The Plan Commission and City Council will be moving forward with the adoption of the Comprehensive Plan in May or June of 2018; but before official approval takes place we need additional public comments.HERE’S HOW YOU CAN HELP! On Monday, January 15, 2018, at 3:18 p.m., New Richmond Fire & Rescue responded to 1745 Margaret Street in the Town of Richmond for a structure fire. New Richmond Fire & Rescue responded directly from a car crash and arrived on scene at 3:25 p.m.
Upon arrival, the home was fully involved in heavy fire and it was reported that a child was still inside. Law enforcement from both the New Richmond Police Department and the St.
Croix County Sheriff’s Office assisted in rescue efforts and setting up the fire ground. NRF&R had an entry team on the 1st level that began battling the flames and an additional entry team on the 2nd story window that fought heavy intense heat and began a search for the child. Shortly after, the roof structure failed causing heavier fire and heat forcing fire fighters to bail out of the second story. One firefighter was injured.
